Lusaka Province Chiefs make Submissions to the Technical Committee

The Technical Committee on Constitutional Amendments today started its Public Sittings in Lusaka Province with an emphatic turn out of Traditional Leaders who made their submissions to the Committee.
In line with its programme, the Technical Committee reserved today for submissions from Traditional Leaders in the province to be followed by submissions from the general public from tomorrow up to Thursday, 13th November, 2025.
Earlier, the Technical Committee paid courtesy calls on the Provincial Administration and their Royal Highnesses.
In the submission made on their behalf by Chief Bunda Bunda, the Traditional Leaders in Lusaka Province submitted among other things, that the number of Constituencies in the country should be increased to offer fair, equitable and balanced distribution of wealth.
They also called for promotion and enhancement of effective participation of women, youths and persons with disabilities in elective positions.
“We propose that we change the system and use the Mixed - Member electoral representation which will enhance proportional representation for women, youths and persons with disabilities. This will enhance participation of youths, women and persons with disabilities,” Chief Bunda Bunda said.
Traditional Leaders also submitted that by elections should be avoided because they are costly.
Further, the Chiefs submitted that the number of nominated Members of Parliament should be increased to give flexibility to the President to appoint Ministers.
Additionally, the Chiefs recommended electronic voting for increased efficiency and credibility.
The Traditional Leaders also submitted that there should be no fresh filing in of nominations, after a candidate has resigned in Presidential, Parliamentary and Local Government elections. The elections should go ahead but the candidate who has resigned should not be eligible to contest.
To ensure predictably and clarity in the term of office of all elected representatives, the Transitional Leaders proposed a limitation of two terms of office.
They stated that the term of office for Members of Parliament should be four years and nine months, as parliament gets dissolved three months earlier.

The Technical Committee on Constitutional Amendments is in the final phase of its nationwide consultations with the Committee having covered nine provinces.
